Updated NRS Technical Assistance Guide Now Available!

The National Reporting System (NRS) for adult education Technical Assistance Guide for Performance Accountability under the Workforce Innovation and Opportunity Act (NRS TA guide) has been updated to reflect the following changes made to the Measurable Skill Gains (MSG) indicator types as described in the joint performance accountability guidance for WIOA core programs in OCTAE Program Memorandum 17-2:  

  • MSG type 1c:  States may report an educational functioning level (EFL) gain for participants who are enrolled in a program below the postsecondary level and who enroll in state-recognized postsecondary education or training during the program year.  That is, an EFL gain may be counted for participants who enroll in a postsecondary education or training program and who do not exit adult education.  Please note that the enrollment in a state-recognized postsecondary education or training program must occur after enrollment in adult education.
  • MSG type 1d:  States may report an EFL gain for participants who pass a subtest on a state-recognized high school equivalency examination.
